Why doesn't my paper do this?

Happy Face and Floppy Dawg bought a Dallas newspaper while in McKinney. 

All the ads and coupons were in a separate sealed plastic envelope with a SKU on the package. 

No losing coupons or flyers that way! Wish our paper did that...
